The federal budget reconciliation bill (also called “H.R.1”), which became law in July 2025, included devastating cuts to Medicaid and SNAP. CLS has created this page to help you understand how you may be impacted and take action to protect your Medicaid (called “Medical Assistance” or “MA” in Pennsylvania.
New Work Rules for Medical Assistance
Starting in January 2027, some people with Medical Assistance will need to prove they did at least 80 hours of work, school, job training, and/or community service during a month to keep their MA. However, many people will not have to meet these new work rules if they show they meet an exemption.

Changes to Medical Assistance for Immigrants Starting October 1, 2026
H.R.1 also changed eligibility rules for people with certain immigration statuses. These changes go into effect for MA on October 1, 2026.
Most immigrants will still be eligible for Medical Assistance in October. Take action now to show that you are eligible!

How to File an Appeal if You Lose Your MA
If the County Assistance Office (CAO) made a mistake, you have the right to appeal! You can appeal if:
- They cut off your benefits
- You keep trying to reschedule a missed appointment, but they still cut you off
- They lose your paperwork
- They denied your application
- They made any other decision you disagree with
