CLS provides legal representation and advice to low-income renters in Philadelphia. For renters in housing that is not subsidized by the government, we assist with evictions, illegal lockouts, utility shut offs, building repair issues, complaints taken to the Philadelphia Fair Housing Commission. Tenants who reside in public or subsidized housing should go to our Subsidized Housing page.
If you are having repair or heat problems, please call the City Department of Licenses & Inspections at 311. You can still see us on intake, as well. The sooner Licenses & Inspections finds a heat violation, the sooner you may get heat.
CLS or one of our partner agencies will do our best to return your call within 2-3 business days. We receive more calls than we can answer at the moment, please review PhillyTenant.org first as we have included lots of information, links and templates for your use.
You can also attend one of TURN’s daily free Know Your Rights webinars. If you are calling with a question about rental assistance, please visit the Philadelphia Rental Assistance website call 311.
