Phil Bertocci
Mr. Bertocci is a consulting attorney for CLS, where he has practiced law for more than thirty-five years in areas of consumer law. Since 1995, he has focused primarily on low-income utility issues, representing individuals and organizations in matters before the Pennsylvania Public Utility Commission, and all residential ratepayers of PGW and PWD as Public Advocate.
Mr. Bertocci is admitted to practice law in Pennsylvania, the United States District Court, Eastern District of Pennsylvania, and the Third Circuit Court of Appeals. Mr. Bertocci was honored with the 2011 PLAN Excellence Award, presented by the Pennsylvania Legal Aid Network, and the Regional Housing Legal Services 2009 award, both in recognition of his low income utility advocacy.
Mr. Bertocci earned his Juris Doctorate in 1980 from the University of Pennsylvania Law School. He holds a Ph.D. in Modern European History from Yale (1970) and a Bachelor’s Degree from Wesleyan University (1962).
