More Affordable PECO Bills are on the Way!

Community Legal Services’ Energy Unit is pleased to announce that on July 8, 2015, the Public Utility Commission (PUC) approved a new PECO CAP redesign that will provide significantly more affordable bills for our low-income clients. 

Starting October 2016, PECO’s CAP Rate customers will get a fresh start with a newly redesigned customer assistance program (CAP).   Low-income PECO customers with household income at or below 150% of the federal poverty level will receive CAP monthly bills calculated as 5%, 6% or 7% of monthly income as its primary target.   The current CAP Rate program, which only provides a discount off the first 650 or 750 kWhs (average usage is about 700kWh), resulted in over a third of CAP customers getting unaffordable bills that greatly exceeded the percentage of income targets. The new PECO CAP program will eliminate these high rates of unaffordability.   PECO’s lowest income customers at or below 50% of the federal poverty level, who need the most help, will receive the biggest reductions in their bills.

This victory is a result of the PUC approval of a Joint Petition for Settlement, signed by PECO, the Office of Consumer Advocate, CAUSE-PA (PULP), TURN and Action Alliance of Senior Citizens of Greater Philadelphia. CLS Energy Unit represents TURN and Action Alliance and is grateful for this victory for low-income energy consumers.
