Testimony on PGW's Proposed Liquefied Natural Gas (LNG) Project

CLS Energy Unit attorney Rob Ballenger presented testimony to City Council’s Transportation and Public Utilities Committee regarding PGW’s proposed partnership with a private entity to construct and operate a new liquefied natural gas (LNG) plant. 

First, Rob reiterated concerns that it is not possible to adequately protect PGW customers and the City from financial risk without public review of the actual contracts.  Rob testified that this project should not be approved until after the nine separate contracts required to move forward are submitted for public review.  Second, Rob submitted that if PGW’s LNG project goes forward, PGW and the City should dedicate significant additional resources to low income home repairs and efficiency measures. That investment would help struggling families afford to safely stay in their homes, while reducing the energy waste that is created by poorly maintained and inefficient housing in Philadelphia.
