Starting in 2010, the Philadelphia courts began trying to aggressively collect $1.5 billion in criminal court debt (court costs, fees, fines, restitution and forfeited bail) going back to the 1970s.  In September 2014, they changed course and decided to write off judgments for forfeited bail prior to March 3, 2010.  But they will still seek to recover bail forfeitures after that date, as well as other fines and costs.

People who owe court debt in Philadelphia should try to deal with their criminal court debt.  This presentation, given by CLS at the Prison Healthcare and Reentry Summit  on 6/15/2016, provides background on court debt and explains what steps can be taken to reduce the amount owed and to get into a payment plan.  The forms that you need are below.
