CLS’ Energy Unit handles disputes with PECO, PGW, and the Water Revenue Bureau/Philadelphia Water Department (WRB/PWD). We provide clients with advice on how to access utility service, low income customer assistance programs, and other services that are offered by Philadelphia’s three utility providers.
The Energy Unit also counsels clients on how to prevent utility shut offs and water sheriff’s sales. If your service has already been shut off, we may be able to provide you with advice on how to restore service.
What we can do:
You may be able to resolve your utility dispute without our assistance. Please read the advice letters below before contacting CLS. Please note that we do not help with telephone, cable or internet disputes.
The Energy Unit may be able to represent you in a dispute with PECO, PGW, or WRB/PWD if you have evidence to show that the utility made a mistake or violated your rights as a customer. We can help you to determine whether the utility did something wrong.
If you would like the Energy Unit to provide you with advice or representation, you can apply for our services by coming in for intake. In order to have your case considered for our services, all of the following must apply:
- You live in the property where you are experiencing a utility problem or plan to live in the property as soon as the utility problem is resolved;
- You have contacted the utility to try to resolve the dispute on your own;
- You have some documents with you that explain the problem you have with the utility.
The Energy Unit will only open a certain number of cases per week, so please do not delay in applying for legal assistance if you believe you have a legal dispute.
