Philadelphia has five basic types of subsidized housing:

Philadelphia Housing Authority (PHA) Public Housing – tenants live in public housing owned and operated by PHA

Non-PHA Public Housing – tenants live in public housing owned and operated by a private contractor (usually Philadelphia Asset & Property Management Corporation or Alternative Management Entities)

Section 8 Housing Choice Voucher Program – tenants receive a voucher to live in housing owned and managed by private landlords with a subsidy from PHA

Section 8 Project-Based Housing – tenants live in units subsidized by HUD, owned and managed by private operators

Low-Income Housing Tax Credit Housing - tenants live in units subsidized by state tax credits, owned and managed by private operators
