CLS provides legal representation to individuals and families that are experiencing legal problems with the TANF (Temporary Aid to Needy Families) and GA (General Assistance) cash assistance programs.

TANF is the assistance program for families with children. GA is the assistance program mostly for single people without children. These programs provide subsistence payments for food, clothing, and shelter.

In addition to individual problems, CLS also represents individuals and community organizations and works with the Philadelphia County Assistance Office, and the Pennsylvania Department of Public Welfare (DPW) to improve the design and administration of these programs.  This work is done through policy advocacy and, where necessary, through litigation.
